
MPI has published updates to the following documents
Summary of MPI’s decision:
Introduce an additional fumigation option for logs exported to China: single-dose application of 3.5 g/m³ phosphine in ship holds for 240 hours (10 days). This applies to both solid aluminium phosphide and cylinderised phosphine gas.
* Define a successful phosphine fumigation as achieving a concentration–time product (CT)of 50 000 ppm·h, replacing the previous requirement to maintain a concentration of 200 ppm.
* Permit an option to reduce the grain capacity of the ship’s hold by up to 30% to support operational application.
* MPI will review the performance of the phosphine pathway within 12 months of implementation, engaging with a representative group of industry stakeholders, including exporters and treatment providers.

Changes made, compared to the currently published MPI documents
The China forestry ICPR (final draft available for download below) has the following changes:
* Added requirement under ‘General’ for log export consignments to comply with Logs OAP.
* Removed requirement to maintain concentration 200 ppm of phosphine gas.
* Removed reference to a top-up during fumigation period.
* Removed information under ‘Insecticide Treatments’ about alternative treatment and additional declaration.
* Removed the Quarantine pest list and link to pest list in Appendix 1 of China plants ICPR.
* The existing China forestry ICPR (Last update 4 October 2023) may be found here on the MPI website.
The LogsOAP (final draft available for download below) has the changes outlined under ‘Document History’
* The existing Logs OAP version 1.5, 31 October 2024 may be found here on the MPI website, until it is updated on Monday 18 August 2025.
